The story is based on Phyllis McGinley 's book of the same name. The film was Shirley Booth 's final acting credit as she retired from acting after its completion. Santa Claus wakes up with a cold sometime before Christmas. His doctor, who thinks nobody cares about him anymore, advises him to make some changes to his routine, so Santa decides to take a holiday instead of delivering gifts. Claus unsuccessfully tries to convince him otherwise, so she enlists two elves named Jingle and Jangle to find proof that people still believe in Santa. Jingle and Jangle set out with Santa's youngest reindeer Vixen, but are shot down by crossfire between the conflicting Miser Brothers: Snow Miser, who controls the world's cold weather, and Heat Miser, who controls warm weather. They ask a group of children, including a boy named Iggy, if they believe in Santa, but they are skeptical. To make matters worse, Vixen is ticketed by a policeman and later sent to the local dog pound after Jingle and Jangle disguise her as an "instant Rover". The policeman refers them to the town's mayor, who laughs at their story but agrees to free Vixen if they can prove they are elves by making it snow in Southtown on Christmas.

The songs were reprised as one song in the live-action film adaptation , performed by Michael McKean as Snow Miser and Harvey Fierstein in the role of Heat Miser, and reprised again in the animated sequel A Miser Brothers' Christmas. Freeze played by Arnold Schwarzenegger attempts to have his minions sing it, so they watch the special and listen to Dick Shawn's version. Claus commenting on Snow Miser's entrance. He controls the cold weather of the Earth, not unlike Jack Frost. It should be noted that both Snow Miser and Heat Miser were not actually in the original poem that the special is based on. He and his six minions live in an ice castle, and serve as backup dancers for the welcoming reception each guest receives upon arrival to their icy domain. Snow Miser has pale skin portrayed as either snow white or light blue. His hair is either made of or covered in ice. He wears a blue shirt and silver leggings, a blue striped scarf, blue gloves and long, blue pointed shoes. He has a long nose that usually has an icicle hanging from it, a chin that juts out, and is usually seen grinning. Like his brother, he is abnormally tall, and towers over both humans and Mother Nature in stature, but out of the two brothers, is the taller one.
